个人简介

北京大学法学博士(知识产权法)、北京大学理学学士(化学专业)、北京大学法学学士(知识产权法双学位)。

曾在北京大学信息技术高等研究院担任研究员、智能教育实验室主任,从事数字经济、知识产权、科技治理、技术成果转化、人工智能监管等领域研究,曾在北京大学医学人文学院担任助理研究员、博士后,从事卫生法学、医疗与科技政策研究,曾作为访问学者赴斯坦福大学和剑桥大学参与知识产权法、科技法相关研究。

兼任中国科学技术法学会人工智能法专委会副主任、民革浙江省委员会教育科技委员会委员、世界机器人大会青少年机器人设计与信息素养大赛专家委员会常务委员,担任Soft Computing(SCI JCR 2区)期刊审稿人,曾获杭州市级领军人才称号、杭州市哲学社会科学优秀青年人才称号。

发表含SCI、SSCI、EI、CSSCI等数据库检索论文20余篇,代表作包括“Do financial inclusion and environmental regulations affect the green economy? An empirical study with a generalized linear model”, 30 Environmental Science and Pollution Research 91324(2023)(SCI, JCR Q1, IF=5.8)、《互联网时代的社会化知识生产与知识产权制度——一个马克思主义经济学观点》,载《东南学术》,2020年第4期,第180-187页;共同主持科技部委托项目“国际知识产权贸易的发展趋势及对科技安全的影响评估”;作为主要完成人参与北京市卫健委委托课题“北京市传染病防治条例立法研究”。

主要研究方向为知识产权法、科技法、创新管理,重点关注人工智能监管治理、数据治理与数据基础规则构建、生物医药行业专利运营、技术成果转化中的知识产权管理等科技与法律深度融合的前沿交叉问题。

英文简介

Dr Yineng Xiao got Doctor of Law in Peking University (Intellectual Property Law), Bachelor of Science in Peking University (Chemistry Major) and Bachelor of Law in Peking University (Dual Degree in Intellectual Property Law).

He once worked as a research fellow and director of intelligence education laboratory in Advanced Institute of Information Technology, Peking University, engaged in research fields of digital economy, intellectual property law, scientific and technological governance, transformation of technological achievements, artificial intelligence supervision, etc. He once worked as an assistant research fellow and postdoctoral fellow in the School of Health Humanities, Peking University, engaged in health law, medical and technological policy, and went to Stanford University and Cambridge University as a visiting scholar to participate in intellectual property law and scientific and technological law-related research.

He is also the deputy director of the Special Committee of Artificial Intelligence Law of the China Law Association on Science and Technology, a member of the Education Science and Technology Committee of the Zhejiang Committee of the Revolutionary Committee of the Chinese KMT Party, a standing member of the Expert Committee of the Youth Robot Design and Information Literacy Competition of the World Robotics Conference, and a reviewer of the journal of Soft Computing(SCI JCR Q2). He has won the title of Hangzhou-level leading talent and Hangzhou-level outstanding young talent in philosophy and social sciences. He has published more than 20 articles on database indexed including SCI, SSCI, EI, CSSCI, and his representative works include Do financial inclusion and environmental regulations affect the green economy? An intellectual study with a generalized linear model ,30 Environmental Science and Pollution Research 91324 (2023) (SCI, JCR Q1, IF=5.8), “Socialized Knowledge Production and Intellectual Property System in the Internet Age-A Marxist Economic Viewpoint”, Southeast Academic, No.4, 2020, No.180-187. He  held the project Development Trend of International Intellectual Property Trade and Impact Assessment on Science and Technology Security entrusted by the Ministry of Science and Technology. He worked as the main finisher to participate in the project Research on Legislation of Infectious Diseases Prevention and Control Regulations in Beijing entrusted by Beijing Municipal Health and Health Commission.

His main research directions are intellectual property law, science and technology law, and innovation management, focusing on the frontier cross-cutting issues of deep integration of science and technology and law, such as artificial intelligence supervision and governance, data governance and basic rules construction of data governance, patent management in biomedical and pharmaceutical industry, and intellectual property management in the transformation of technological achievements.
